A-Who Can Apply

  • A Company incorporated under the Indian Companies Act 1956 /2013.
  • A Limited Liability Partnership (LLP) registered under the limited Liability Partnership Act 2008.
  • A Partnership Firm registered Under the Indian Partnership Act 1932.
  • A Co-operative society incorporated under UP Co-operative Societies Act 1965.
  • An applicant can be a single business entity or consortium of business entities.

B-Eligibility Criteria

Selection of the bidders shall be based on following parameters:

  • Technical Capacity,
  • Financial Capacity and,
  • O&M Experience.  

On each of these parameters, the Applicant would be required to meet the evaluation criteria.

C-Main Permissible Activities

  • Stay accommodation
  • Restaurant / F&B
  • Banquet
  • MICE (Meetings , Incentives ,Conferences & Exhibitions)
  • Tourism promotional activities
  • Cultural activities
  • Gymnasium
  • ODC (Out-door catering)

D-Allied Permissible Activities

 (Restricted to certain percentage usages of total land area)

  • Entertainment Activities
  • Adventure Sports
  • Amusement Park
  • Water Park
  • Theme Park
  • Game Centre
  • Retail Shops
  • Landscaping and Plantation

E-Brief Description Of Bidding Process

A single stage two envelope (Technical and Financial) online Bidding process for selection of the Bidders shall be followed.

F-Other Basic Salient Features Of The Proposal

  • DBFOT (Design, Build, Finance, Operate and Transfer).
  • Lease of land on as is where is basis.
  • Transfer of the Structure on the land as is where is basis.
  • Period of Lease of land would be of thirty years (further extendable by 30 years based on performance).
  • Concession fee shall be based on asset valuation.
  • Selection based on highest concession fee.
  • Concession fee payable in quarterly instalments (in advance).
  • Fee will be increased @ 5% p.a., during the first five years.
  • After successful operation of the project for 5 years, a revenue sharing model shall become effective along with the concession fee.
  • Bidders’ technical capacity shall be judged on the basis of size of the projects they have handled in the past.
  • Bidders’ financial capacity shall be judged on the basis of net worth of their Organisations.
  • Bidders shall have to comply with the provision of EMD and Performance Security as framed for each location separately.
